- Because of the reform of the doctor's fee scale ("Einheitlicher Bewertungsmaßstab" - EBM -) in 2005 and 2008 the data are only conditionally comparable. In the course of the Health care reform 2000 a general practitioner's fee chapter was created to strengthen the general practitioners' supply. For this chapter settlement bans for other medical specialist groups were imposed. The reformed "EBM", which was namend "EBM2000plus" during the development and introduction phase came into effect 1 April 2005. With the reform not only the structure of the existing "EBM" was completely reshaped but also the basis of the calculation was renewed. The value of diagnosis and treatment was increased, that of technology use decreased. Previously individual specifications were consolidated into complexes and lump-sums. Appendices with information e.g. about services that can not be settled separately and that are included in complexes make the "EBM" complete. With the doctor's fee scale 2008 ("Einheitlicher Bewertungsmaßstab 2008") also this structure has changed. The individual services are mostly grouped in lump-sums. For specialists, there is a basic lump-sum specific to every group of physicians, which includes, among other things, the ordination compound, communication and the consultation complex ("Konsultationskomplex").
