Due the change of the registration requirement as first offending consumers of hard drugs in 1997, the quatities indicated from 1997 onward are not comparable to those of previous years.
If several hard drugs are present, first offenders are not only recorded in terms of the highest category of drug but specifically in terms of each individual hard drug (heroin before cocaine before amphetamines before ecstasy before LSD before crack before any others).
As a result of these multiple counts the sum of the first offenders in terms of the individual narcotics may be greater than the overall sum.
Data procurement gaps occurred in individual Federal States (e.g. Baden-Wurttemberg, Bavaria, Hamburg) in 1996 so that the figures registered were partly too low, failing to exactly reflect the trends in the states concerned. The development recorded for the federal territory as a whole was altered in terms of the figures but not in the overall trend.
The sum of the individual Federal Länder does not correspond to the total number of users of hard drugs who came to police notice for the first time, because in the total number the cases recorded by the customs are also included.
¹⁾The numbers of first offenders in the Federal States of Bremen and Hesse are subject to inaccuracy in terms of the individual drugs on account of data procurement or processing problems respectively.
Starting from the reporting year 2011: The sum of the users of hard drugs who came to police notice for the first time of the individual Federal Länder does not correspond to the total number of users of hard drugs who came to police notice for the first time, because in the total number the reported cases via the customs are also considered.
