  • The reported values on revenues and net expenditure in and outside of facilites do not include assistance for health care and refunds to health insurance organizations for bearing the costs of sickness treatments.
  • The expenditures for basic security in old age and in cases of reduced earning capacity do not include costs for completed expert opinions.
  • Taking effect on 1 January 2005 the law of state welfare assistance hitherto regulated by the Federal Social Welfare Act (BSHG - Bundessozialhilfegesetz) has been integrated into Book Twelve of the Social Code (SGB XII - Social Welfare) ("Zwölftes Buch Sozialgesetzbuch - SBG XII - Sozialhilfe"). After the Fourth Law for Modern Services in the Labour Market ("Viertes Gesetzes für moderne Dienstleistungen am Arbeitsmarkt - "Hartz IV") took effect on 1 January 2005, subsistence payments pursuant to SGB XII on "public assistance" have only been received by persons in need of assistance who are not able to earn a living. Persons in need of assistance who are basically able to earn a living and their family members receive benefits according to Book Two of the Social Code (SGB II - Basic security benefits for job-seekers, "Zweites Buch Sozialgesetzbuch (SGB II - Grundsicherung für Arbeitssuchende)"). This group of persons is not reported in the Social assistance statistics any more starting from 2005. Because of the amendments the figures are only partly comparable with the reporting years before 2005.
  • In the 2019 reporting year, the changeover to the principle of cash effectivity ("Kassenwirksamkeit") resulted in an over-coverage of around EUR 13 million in Lower Saxony.
