Expenditure for basic security in old age and in cases of reduced earning capacity
In terms of the Social assistance statistics - expenditure and revenues - of the Federal Statistical Office:Data with respect to the expenditure for basic security in old age and in cases of reduced earning capacity (chapter 4 Social Code XII) are collected according to § 122 Abs. 4 SGB XII outside of facilities as well as in facilities. The expenditure for services outside of facilities represent the sum of the amounts, which are paid to beneficiaries, who do not live in a facility respectively do not stay overnight in a facility. This includes all recipients of basic security, who run an own household respectively who are member of a household. Even if for example a recipient works in a workshop for the disabled, but stays overnight at home (e.g. in an own apartment or with the family), the expenditures for the beneficiary are counted with the expenditures for services of basic security outside of facilities. The expenditures for services in facilities represent the sum of the payments, which go to beneficiaries, who are accommodated in a facility probably for a longer period. This is for example the case when beneficiaries live in retirement homes or in inpatient nursing care facilities. One-time needs which are granted to recipients of basic security according to § 31 SGB XII are included in the expenditure position "Services of basic security in old age and in cases of reduced earning capacity".
