Services to ensure participation
The pension fund renders services for medical rehabilitation, services for participation in professional life, other services to ensure participation and complementary services to ensure participation, to react to the effects of a disease or a physical or mental impairment on the earning capacity of an insured person to counteract or to overcome these effects. Also, the services elimate the diminution of the earning capacity of the persons insured or their early withdrawal from professional life or the insured persons are integrated in professional life as permanently as possible.
Services for medical rehabilitation
Services for medical rehabilitation according to § 15 SGB VI in connection with §§ 26 to 31 SGB IX includes especially:
- treatment by practitioners (and members of other healthcare professions, so far as their services are carried out under medical supervision or on doctor's orders, including the instruction of the persons insured to develop his own defense and curativeness,
- pharmaceuticals and dressings, non-pharmaceutical therapy including physical therapy, speech and occupational therapy,
- psychotherapy as medical and psychotherapeutic treatment,
- exposure tests and working therapy,
- aids and appliances and
- stepwise reintegration.
The services for medical rehabilitation can be rendered inpatient or outpatient.
Services for medical rehabilitation can particulary be rendered as:
- services because of diseases of the musculoskeletal system and connective tissue,
- services because of mental illnesses (no "RPK"-services),
- "RPK"-services (rehabilitation facilities for mentally ill or disabled people),
- withdrawal treatment and
- benefits because of malignant tumours and system disorders.
Services for participation in professional life
Services for participation in professional life pursue the aim to permanently secure the continuance in professional life in cases of significant hazard for or reduction in earning capacity. The include particularly:
- services for preservation or acquirement of a job, including services for advice and placing, training measures and mobility assistance,
- services for vocational preparation (including special basic training due to an impairment),
- services for vocational training (special qualification measures, further training/apprenticeships, integration measures),
- foundation allowance (until 2006 transitional allowance),
- services during the initial procedures ("Eingangsverfahren") and in the field of professional training in sheltered workshops,
- benefits to employers,
- assistance for motorvehicles.
Services for participation in professional life can be granted to persons, who can no longer practice their profession for health reasons. For application one of the following requirements from insurance law must be fulfilled:
- fulfillment of the qualifying period of 15 years or
- receipt of a pension because of diminution of ability to work.
Services for participation in profession life are also rendered,
- if without the services pensions because of diminution of ability to work would be paid or
- subsequent to services for medical rehabilitation of the pension fund if they are additionally necessary to achieve professional integration
- if a claim to large pensions for widows or large pension for widowers because of diminution of ability to work exists.
Services for participation in professional life can also be executed in foreign countries close to the border, if they are necessary for the initiation or pursuance of an employment or self-employed occupation.
Other services to ensure participation
Other services to ensure participation which can be particulary rendered according to § 31 SGB VI:
- benefits for the integration of insured persons in professional life,
- inpatient medical services to secure the earning capacity for insured persons, who pursue a particulary harmful employment with an adverse impact on their earning capacity,
- services because of malignant tumours and system disorders for insured persons, recipients of pensions and their relatives,
- rehabilitation for children.
Complementary services to ensure participation
Complementary services to ensure participation can only be provided in connection with services for medical rehabilitation or services for participation in professional life, partly also with 'other services to ensure participation' not independently. Aim of the complementary services is to allow, simplify or secure the success of the services to ensure participation.
Complementary services especially include:
- transitional allowance,
- rehabilitation sports, functional training,
- contributions and contribution subsidies to the social security insurance of the persons in rehabilitation,
- travel costs,
- domestic help, costs for child care.
