Compulsory nursing care insurance
In terms of the Numerical report (private health insurance) of the Association of Private Health Insurance Companies:Starting from 1 January 1995 all persons, who are insured for general hospital services with a private health insurance company are legally required to contract a compulsory private nursing care insurance with the same company. The contract can also be concluded with another private insurance company within six months after the beginning of the obligation to be insured within the private compulsory nursing care insurance. The services, however, are the same by law in all private health insurances. The contributions are calculated as in the private health insurance by the funding principle ("Kapitaldeckungsprinzip") and therefore they are independent of the income of the person insured. The obligation to be insured in the private compulsory nursing care insurance also exists for civil servants and comparable persons, who have a claim to assistance ("Beihilfe") in case of need of care by regulations and principles according to the civil service law. The obligation is also valid for persons entitled to therapeutic care, who are not compulsorily insured within the social nursing care insurance (for example soldiers, police officers). They have to contract a proportionate insurance. A private health insurance is not required for that purpose. Also members of the health insurance for mail civil servants ("Postbeamtenkrankenkasse") and the health supply of the railway civil servants ("Krankenversorgung der Bundesbahnbeamten") must contract a private nursing care insurance. For the insurance of the mail and railway civil servants the so-called "GPV", an association of all private nursing care companies was founded within the Association of Private Health Insurance Companies ("Verband der privaten Krankenversicherung e.V." - PKV -). The medical supply facilities of the railway ("Krankenversorgungseinrichtungen der Bahn" - KVB -) and of the mail ("Krankenversorgungseinrichtungen der Post" - PBeaKK -) carry out the technical insurance administration. Not compulsorily insured in the private nursing care insurance are those persons, who are located for indefinite time in inpatient nursing care and because of an occupation accident or service accident already get benefits for nursing care. The insurance protection for their family members must however be ensured.
