Consumers of hard drugs

In terms of the annual narcotics report of the Federal Office of Criminal Investigation
Consumers of hard drugs are consumers of substances and preparations according to the appendixes I to III of the narcotics act ("Betäubungsmittel-Gesetz"); including the manufactured drugs according to the narcotics regulations, with the exception of the exclusive consumers of cannabis products (hashish, marihuana, hashish oil), psilocybin (-mushrooms) and "excluded preparations" ("Ausgenommene Zubereitungen"). It does not matter in which way these substances and preparations are consumed. Insofar as consumers of hard drugs in default of narcotics use so-called substitution agents ("Ausweichmittel") - "excluded preparations" ("Ausgenommene Zubereitungen") or other drugs or substances, which are not covered under the narcotics act - this is also regarded as consumption of hard drugs.
