Dual financing system

In terms of the health report for Germany, 1998:
The distribution of the costs of a healthcare sector (e.g.the inpatient sector) to two different financing organizations, wherby the Federal States (German Länder) are responsible for financing the investments and the social services institutions for financing the services.
