Place of residence principle

In terms of the Federal Dental Authority ("Kassenzahnärztliche Bundesvereinigung"):
The place of residence principle states, that the expenditures of the health insurance funds in 2003 were assigned to the regions (old Federal States/new Federal States) according to the location of the health insurance fund.
