Principle of covering costs

In terms of the health report for Germany, 1998:
Remuneration principle for inpatient services valid until 1996. In accordance with the principle of covering costs, the fixed rate hospital costs, estimated from a previous period, are presented to the patients or their respective backers as an updated bill for the hospital services provided.
