Synthetic narcotics

In terms of the annual narcotics report of the Federal Office of Criminal Investigation:
Synthetic narcotics, i.e. artificially produced, mainly psychotropic substances are substances, which are composed of chemical components and which can have manyhold effects. In Europe and especially in Germany the abuse of amphetamine and its derivatives - in tablet form named "Ecstasy"- as well as LSD - are in the foreground. By changing ("design") the chemical structure manufacturers try on the one hand to improve the effect, and on the other hand to avoid the legal narcotics regulations. In this context there is the problem of the so-called "designer drugs" in case of the synthetic narcotics. According to article 1 paragraph 3 narcotics act ("Betäubungsmittelgesetz") a rapid entry of certain substances into the annex of the narcotics act is possible. This takes place by the Federal Ministry of Health by means of statutory order temporarily for a period of one year, to pursue during this time the time-consuming procedure of extending the annex of the narcotics act. This option was used for the first time in 1995 in connection with the substance MBDB.
