Latent threat to child's welfare
In terms of the Statistics on public children and youth welfare - hazard assessment according to § 8a Section 1 SGB VIII, Federal Statistical Office:In the overall assessment of a hazardous situation the youth welfare office will indicate "threat to child's welfare", when a situation is given, in which a substantial damage of the physical, mental or spiritual well-being of the child/youth has already occurred or can reasonably be expected and this situation is not averted or cannot be averted by the persons entitled to custody. If the question about the actual danger cannot be answered clearly, but if there is a suspicion of a risk to the welfare of the child or if this cannot be ruled out, then one speaks of a "latent risk to the welfare of the child".
