Doctor's fee scale (Einheitlicher Bewertungsmaßstab)
In terms of the National Assocation of Statutory Health Insurance Physicians:
The doctor's fee scale ("Einheitlicher Bewertungsmaßstab"),
in professional circles usually abbreviated as EBM, is an index
of items for billing outpatient services in the statutory health insurance. The Leading Association of the Health
Insurance Funds and the National Association of Statutory Health Insurance Physicians define these services and specify
a billing item. Also they specify a fixed score for each item. The scores define the relations of the services among each other.
For a service, which is valued with 100 points, a practitioner receives twice as much money as for a service,
which is valued with 50 points. On 1 April 2005 the
"EBM 2000plus" took effect.
For this purpose the EBM was systematically revised, on
the basis on an economic calculation of costs. On 1 January 2008 the
"EBM 2008" took effect, which is characterized by a broader use
of lump-sums than the EBM 2000plus.
