Expenditure for assistance for nursing care
In terms of the Social assistance statistics - expenditure and revenues - of the Federal Statistical Office:
Taking effect on 1 January 2005
the law of state welfare assistance hitherto regulated by
the Federal Social Welfare Act (BSHG - Bundessozialhilfegesetz)
has been integrated into
Social Code as Book Twelve of the Social Code (SGB XII -
Social Welfare) ("Zwölftes Buch
Sozialgesetzgbuch - SGB XII - Sozialhilfe").
Expenditure for assistance for nursing care outside of facilities: Starting 2005: The expenditures for domestic care according to § 63 SGB XII are either granted in the form of nursing allowance or in form of other services. "Other services" includes also services of the so-called nursing care level 0 (need of care below nursing care level 1). Here come into consideration especially the adequate benefits according to § 65 Abs. 1 Satz 1, Halbsatz 2 SGB XII.
Until 2004:
- nursing allowance in case of significant need of care is granted to persons, who need help at least once a day with body care, food or mobility for at least two performances in one or more fields and in addition several times per week in the household (§ 69a Abs. 1 BSHG);
- nursing allowance in case of severe need of care is granted to persons, who need help at least three times per day at different times of day with body care, food or mobility and in addition several times per week in the household (§ 69a Abs. 2 BSHG);
- nursing allowance in case of severest need of care is granted to persons, who need help daily round the clock, also at night, with body care, food or mobility and in addition several times per week in the household (§ 69a Abs. 3 BSHG);
- other services are present in case of reimbursement of adequate expenditure for the care-giving person, granting of allowances, assumption of contributions for provision in old age and assumption of costs for a special caregiver.
Expenditure for assistance for nursing care in facilities:
- Expenditures for partly inpatient care are reported, if the care takes place in a partly inpatient facility. This includes especially day and night clinics, day nursing homes and so on, where the assistance recipients can stay for a considerable part of the day or night or for an otherwise limited period and where they get care.
- Expenditures for inpatient are reported, if the care takes place in a fully inpatient facility. These include institutes or homes, where accommodation, support and care at day and night is provided.
- Expenditure for short-term care: Short-term care is provided for a transitional period subsequent to an inpatient treatment of the person in need of care or in other crisis situations, where domestic care or partly-inpatient care is not possible or is not sufficient.
